Thomas Jefferson Howell was born 7 March 1860 in Franklin, Iowa, to James and Rosannah Monk. As a child, his family moved to Utah, arriving in Salt Lake City on 29 August 1863. On 7 April 1881 in Salt Lake City, he married Mary Jane Heaton, with whom he had 12 children.
